Looking for help &/or advise

Braveheart sisters,
I am reaching out for any help or advise that any of you can offer. I live in Colorado Springs, CO and my sister lives in Deer Park, TX a suburb of Houston. Presently my sister (Sharon) is going through a bitter divorce. Her ex is an alchoholic and abuses perscription and nonperscription drugs. He has mental issues that make him to be a threat to himself and others.
My sister filed for divorce and is in the process of waiting to get it finalized. They are legally separated. The Law in Houston states that everything is still considered community property even though their home was temporarily awarded to her. Her ex has broken into the house on several occasions. He's done enormous physical damage to the home, stolen important documents from the home, and threatened my family living in the local area. Yet, my sister and my family in Houston seem unable to find help to provide the protection my sister needs. She is now in fear for her life and feels powerless to stop him.
The local police cannot or will not do anything, because "they didn't see it". There is so much more to the story...but this gives you the general idea.
Her lawyer filed for an emergency hearing to finalize the divorce, but that will take 6 to 8 weeks. Because she has filed for divorce, she cannot get a protection order. Can someone tell me how that can be?
We need help, advice, contacts, something. I don't want my sister to become a casualty of an uncaring bureaucracy, because no one would do anything to help.
